FEDERATION OF ST. CHRISTOPHER AND NEVIS--TWO ISLANDS, ONE PARADISE

    In 1493 Christopher Columbus was the first white European to discover this secret Caribbean jewel even though he reportedly never came ashore. Columbus also was first to name the island “St. Christopher.� Familiar necklaces and charms honoring St. Christopher, the Patron Saint of Travelers, are often worn as "Protect Us� medallions depicting a man with a long rod in his right hand walking across water carrying a child on his left shoulder. Englishman Thomas Warner, arriving in 1642 with fourteen companions, discovered Caribs Indians were the local inhabitants.

    Caribs were aggressive cannibals who preyed upon the peaceful Arawaks. While some may think the human flesh eating Caribs were quite primitive and barbaric, cannibalism was also prevalent in the early American colonies. Early European male settlers, desiring female companionship, went back to Europe and convinced women to come to the "New World." When the many boats arrived, the women were sold to the men mainly for personal pleasure and hard labor. The fittest and prettiest went to the highest bidder. Single women were prohibited from owning land, thus out of necessity did whatever they could to survive in this unfamiliar, disconcerting "Land of Promise." While the males were out killing the Native American Indians, the inexperienced women were left behind to keep the home fires going, raise the family, tend to the animals and work the fields. The men found that female flesh was more tender than Indian flesh, therefore, early cannibalistic settlers in the American Colonial South ate the delicate, soft meat of the European women who succumbed to the excruciating hard work and primitive conditions. This disconcerting truth and image is rarely taught in American History classes. Makes one wonder if St. Kitts' early white European settlers also enjoyed female flesh.

    English settlers had previously received financial backing for their venture, and were later granted a royal patent to colonize the fertile island and it neighboring lands. A French settlement was established in 1625 and the English, recognizing the security in numbers, allowed them to share the island. English and French raided the first known settlers and almost totally massacred the Caribs/Arawaks--the few who survived were kept as slaves. The French took the northern and southern ends of the island; the English occupied the middle portion with both sharing the salt ponds.

    The early years of colonization were challenging; however, within a few years prosperity was experienced as early tobacco and sugar cane crops were in great European demand. The two nations coexisted until 1666 when Europe's conflicts spilled over into the Caribbean. Construction of the the commanding Brimstone Hill Fortress, a mass of volcanic stone covered with limestone, began in 1690 taking almost 100 years to complete. Africans had already been imported as slaves, and by 1700 already outnumbered the white Europeans. With the Treaty of Utrecht signed in 1713, the island officially became British. Workers were necessary to clear the forests and plant sugar cane as sugar factories sprang up around the island. In 1782, 8,000 French soldiers surrounded the Brimstone Hill Fort, and after only one month, the 1,000 local defenders surrendered. St. Kitts and Nevis (pronounced KNEE-vis), along with nearby Anguilla, were united in 1882. They joined the West Indies Federation in 1958 and remained in that association until its dissolution in 1962. St. Kitts–Nevis-Anguilla became an associated state of the United Kingdom in 1967. Anguilla seceded in 1980, and St. Kitts and Nevis gained independence on Sept. 19, 1983.

    ECONOMY
    The 18th century was indeed a period of great prosperity. By mid-century the population had reached 25,000 with 95% slaves. In 1807, the slave trade was abolished. Full emancipation came in 1838, however, the newly freed slaves had no choice but to return to work and this time for almost no wages. While challenging conditions continued well into the 20th century, the St. Kitts population continued to increase throughout the rest of the century. In 1912 a modern central sugar factory began production of sugar at 90% efficiency compared to the 50% efficiency of the antiquated mills. According to local historians, in the 1950’s, 10,000 Kittitian laborers flooded the English industrial cities. This plight of working class people was improved by reduced competition for scare jobs. In 1967 St. Kitts, Nevis and Anguilla were granted limited self government from which Anguilla broke away during that same year. For many years St. Kitts was known for sugar cane production, but due to falling prices and country debt, the agricultural crop has been phased out of production with workers receiving a severance package. A drop in world sugar prices hurt the nation's economy through the mid-1980s, and the government sought to reduce the islands' dependence on sugar production and to diversify the economy, promoting tourism, real estate development and international financial services.

    In the early 21st century, like many other developing Caribbean countries, tourism and real estate development have become the main sources for economic opportunities. Governments on both countries have begun selling off large tracts of undeveloped land. The St. Christopher Air & Sea Ports Authority began operations September 1, 1993. Since then the Port Authority has improved with larger facilities, efficient services and scope of operations. The Port Zante cruise ship port, the deep water cargo port, and the Robert Llewellyn Bradshaw airport offer the benefits of more efficient service for all customers. Currently, the airport is undergoing a multimillion dollar expansion project, involving the expansion of the airport, parking apron to accommodate six wide-bodied jets, construction of a parallel taxi way and a new fuel farm. When completed January 2007, the airport will become one of the most beautiful and practical Caribbean airport facilities. Kittitians and Nevisians are extremely delighted of projects reflecting their small nation's development since political Independence in 1983. With their maiden visit December 2004, the world's largest and most luxurious cruise ship, the Queen Mary 2, has frequently docked at the deep Port Zante. In a single day, as many as five cruise ships have visited the island. The old obsolete sugar cane rail tracks (50 km) have been revitalized and given new life by the St. Kitts Scenic Railway providing cruise passengers and tourists a delightful journey around the beautiful island.

    Cricket is the number one island sport. The selection of St. Kitts/Nevis as a venue for the 2007 Cricket World Cup is a major accomplishment for the country and demonstrates the small two-country Federation can compete regionally and internationally. Locals delight in having more efficient and improved facilities to greet the thousands of visitors expected to come to the Caribbean to witness CWC 2007 when St. Kitts/Nevis plays hosts to Australia, the world’s number one cricket team. The anticipation of a multitude of fans traveling to the island to support the Cricket World Cup fills the entire Federation with much excitement. Hospitality groups are being encouraged to train port, airport, and service personnel to welcome and greet the guests in a most pleasant and courteous manner to ensure fans and visitors will return after the tournament.

    Through the generous resources of Texas financier R. Allen Stanford, local investor, entrepreneur and cricket enthusiast, Warner Park has undergone a significant refurbishment to increase seating and improve facilities. Stanford, whose grandfather funded California's Stanford University, lives on a private island off Antiqua and has invested millions of dollars in Antiqua, St. Kitts and throughout the Caribbean. Two endeavors are Caribbean Star Airlines and Caribbean Sun newspaper. Currently, the American business magnate has also launched the Stanford 20/20, a professional cricket Super League. With an initial investment of US$28 million this new league has been endorsed by 14 West Indian cricket legends, 12 of whom were present for the unveiling. The first match of the Stanford 20/20 takes place August 2006 at the Sticky Wicket in St. John's, Antigua.     One local expat, Randall Robinson, a leading African-American provocative thinker, lawyer, activist and author, is less than enthusiastic about Stanford’s generosity. The founder and former president of TransAfrica, an African-American advocacy group promoting constructive and enlightened U.S. policies" with Caribbean and African nations quit his native America in August, 2002. Three weeks before the World Trade Center towers were destroyed, Robinson, with his Kittitian wife and daughter, left behind Washington, DC and moved to St. Kitts in pursuit of a more peaceful, friendlier and less racist environment. In "Quitting America: The Departure of a Black Man from his Native Land" (Dutton, 2004), Robinson writes suspiciously of Stanford, a white rich Texan developer and international banker, and his Stanford Financial Group with its estimated US$14 billion assets. Robinson also questions the motives of the Stanford Caribbean Investment Fund and its plan to invest US$2 billion in St. Kitts investments. His writings infer Stanford has remarked that any money he lends to governments always has an absolute guarantee of repayment; e.g., property taxes, airport revenues, port revenues and other payments deposited into his Bank of Antigua.

    Truth to tell, much of the Caribbean is impoverished and needs the generosity of philanthropists, investors and entrepreneurs. Small governments who accept loans from outsiders can only "trust, but verify" R. Allen Stanford and his American millions being pumped into local and regional economies, as well as other global "outside" investors bearing gifts, images and hopes of economic and monetary gains are a blessing rather than a curse. Angels come in many forms. Time will tell if financier R. Allen Stanford is indeed an enlightened "Liamuiga Angel.� St. Kitts is also the home island of former Olympic sprinter Kim Collins.

    GEOGRAPHY AND CULTURE
    St. Kitts, the larger of the two countries, encompasses an area of 65 sq. mi, (168 sq. km.), 23 miles long and 5 miles across at its widest. The people are predominantly of African origin; some of British, Portuguese, Dutch and Lebanese descent. At the center stands Mount Liamuiga, the island's point of highest elevation at 3,792 feet [1,156 m]). Sitting majestically center stage, the spectacular, cloud-fringed peak is a dormant volcano covered by dense tropical rain forest Sister island Nevis, a short ferry trip away, lies to the south and is approximately seven miles in diameter, covering a total of 36 sq. mi (93 sq. km). The circularly shaped island is surrounded by coral reefs and is almost entirely a single mountain known as Nevis Peak (3,232 ft [985 m]). The Narrows, a two-mile (three-km) wide channel separates the two countries.

    With 97% literacy, education is plentiful with public and private secondary schools, colleges and universities, nursing school, medical schools, veterinary school and a small Montessori school. Religion is predominately Anglican,Roman Catholic, and other Protestants with over 100 churches of Caribbean, French, German, Spanish and English architectural and religious influences; e.g., Anglican, Catholic, Methodist, Seventh Day Adventist, Mormon, Jehovah Witness, Baha’l, Rastafarian, Moravian, Muslim, and Pentecostal. Worship plays an important role in the daily lives of the Kittitians. Wherever you come from and whatever your faith, island residents and guests are sure to find a place of worship.

    The tropical climate is pleasant and healthy with an average temperature of 80 degrees Fahrenheit. Humidity is low with constant cooling breezes through the year. Expect a daily burst of horizontal rain; however, there is no distinct rainy season. Annual rainfall averages approximately 55 inches. The best photography is obtained early in the morning or late afternoon. The island is home to magical energy centers, rain forests, volcanic hiking trails, beach horseback riding, scuba diving, snorkeling, sunning on the beach and feeding the green monkeys are some of the island activities. Comfortable walking shoes and clothes are highly recommended. St. Kitts offers a wide choice of restaurants ranging from casual beach restaurants, atmosphere restaurants in traditional and unusual surroundings, elegant restaurants, hotel restaurants, waterfront restaurants, and local “shacks� with island foods, simple elegance and a warm welcome from Kittitians. Experience gourmet and simple foods, local charm, cool drinks, music festivals, Nevis' Culturama and, of course, Carnival held annually during the festive Christmas holiday season.

    Another special island treat, at least for tourists, are the Vervet or green monkeys. Their scientific name is Arcopithecus aethiops and they have lived on the island for some four hundred years. According to local historians, the monkeys were shipped along with the slaves and material goods from Africa to the Eastern Caribbean islands, probably as easily as 1560 and certainly no later than 1650. The Vervet's very strong, hearty nature enabled survival of a long transatlantic journey with short rations and easy adaptation to a new tropical environment. French priest Father Labat, in 1700 is credited with being the first to report their wild and plentiful existence. When farmers could not cope with raids on their crops, the monkeys were declared as vermin and pests. Folklore indicates there were "swarms and “troops� of monkeys roaming all over the island. One of the most popular tourist places to experience and feed the monkeys is on the SE Peninsula at Turtle Beach. Even though the Vervets are cute and fun to watch, be careful and aware when interacting or feeding. Being both mischievous and dexterous, not only have the Vervets been a great problem for planters, some are known to venture into the residential communities for an interesting visit with local gardens and animals, so be careful and aware if you have pets.

    INTERNATIONAL FINANCIAL CENTER AND ECONOMIC CITIZENSHIP
    St. Kitts and Nevis joined in one unique Federation makes them very strong players among the Eastern Caribbean countries and international financial centers offering citizens, investors and entrepreneurs no personal income tax, no capital gains tax, no inheritance ts, no gift tax, and no corporate tax on offshore earnings or assets.

    The small, two-island Federation's greatest assets are its considerable natural beauty and finance centers. St. Kitts is a popular tourist destination, with white sand beaches, deep sea fishing, golf, tennis and casino gambling. Business-friendly Nevis, “the Delaware of the Caribbean,� is one of the leading international financial centers. Unsuccessful moves by the St. Kitts-based Government to take over the lucrative offshore Nevis financial sector have spurred secession. In 1990, the prime minister of Nevis announced he intended to seek an end to the federation with St. Kitts by 1992, but a local election in June 1992 postponed the idea. In Aug. 1998, 62% of the population voted for Nevis to secede, but the vote fell short of the two-thirds majority required.

    Building on their reputation for statutory corporate cordiality, the Island Assembly adopted in 1994 the Nevis International Trust Ordinance, a comprehensive, clear and flexible Asset Protection Trust (APT) law. The new Nevis law incorporates the best features of the South Pacific Cook Islands' law, but is even more flexible. The basic aim of the law is to permit foreign citizens to obtain asset protection by transferring property titles to an APT established in Charlestown. In addition, Nevis is perhaps the best jurisdiction for offshore corporation, trust and limited liability company laws augmented by strict financial privacy. The charging order is the exclusive remedy available to a creditor against a member.

    St. Kitts and Nevis are one of the very few global jurisdictions with a reputable economic citizenship program in place. The Citizenship Act of 1984 provides for persons to be registered as nonvoting citizens if the Cabinet is satisfied such person has invested substantially in the country; however, law also enables Government to revoke the citizenship if the investment property is sold within five years. Required citizenship documents: application, birth and marriage certificates, a police certificate or affidavit showing no criminal record, evidence of financial assets and a medical certificate showing a negative HIV test and non-communicable disease results. After a full background check and verification of the required monetary investments and government fee satisfaction, qualified approved applicants receive a well-respected St. Christopher and Nevis Passport renewable every ten years. Dual nationality is permitted, with no residency requirement.

    While some real estate properties promote “approved for instant citizenship,� the process, though not guaranteed, can often take as long as 18 months to complete after application is submitted by local representation. Citizenship may be approved after proof of the initial investment or title registration of the property. Passport issuance can take several more months after closing. Remember, St. Kitts and the entire Caribbean operate on “island time.�
